HTTP 422invalid_requestlast_owner

Removing or demoting this person would leave the account with nobody who can administer it.

What to do

Make somebody else an owner first. This is refused rather than warned about because there is no version of it that is what anyone meant — the result is an account neither you nor we can administer without editing the database by hand.
